In August 2024, the Niagara Regional Police Service (NRPS) Human Trafficking Unit initiated a human trafficking investigation. The investigation focused on the alleged trafficking of a female over the age of 18 which occurred throughout the Cities of Toronto and Niagara Falls. 

As a result of the investigation, a male and female suspect were identified and arrested in October 2024. At that time, a third suspect was known to be involved but had not yet been identified.

The NRPS Human Trafficking Unit continued the investigation with support from the NRPS Special Investigative Services, Sexual Assault Unit, Technological Crimes Unit, Forensic Services Unit and were able to identify the third suspect in the investigation.

As a result, a Canada Wide warrant was issued for Colin BAYLEY (36 years), of British Columbia, for the following criminal charges:

  • Sexual Assault, contrary to Section 271 of the Criminal Code
  • Assault, contrary to Section 266 of the Criminal Code
  • Utter Threats to Cause Death, contrary to Section 264.1, subsection (2) of the Criminal Code

With assistance from the Royal Canadian Mounted Police (RCMP) Strike Force Team, RCMP High Risk Offender Unit, and members of the Kelowna RCMP Detachment, BAYLEY was located and arrested in British Columbia on April 1, 2025.

With assistance from the British Columbia (BC) Sheriff Service’s Fugitive Return Program, and the NRPS Emergency Task Unit (ETU), BAYLEY was escorted to Ontario where he was taken into custody.

BAYLEY is being held in custody pending a bail hearing, which is expected to take place Sunday, April 6, 2025, via video link to the Robert S.K. Welch Courthouse located at 59 Church Street, in the City of St. Catharines.

Due to the nature of the investigation, detectives have reason to believe that there are additional witnesses and are urging them to come forward.

Detectives also believe that there may be additional victims and/or survivors and are requesting that they contact police.

The NRPS Human Trafficking Unit also recognizes the ongoing assistance of Victim Services Niagara and Victim Services Toronto.
